Lynne is Managing Director and Head of the Government Relations & Public Affairs practice at Perceptual Advisors.
Based in Washington, D.C., Lynne has more than 25 years of experience in government, communications, and the media. Before joining Perceptual Advisors, she founded Citrus Strategies, a communications consultancy for the public sector, nonprofits, and purpose-driven companies. Previously, she was a member of the leadership team for the Center for Security and Emerging Technology (CSET), a startup think tank at Georgetown University, where she was director of external affairs. Before joining CSET, Lynne spent a dozen years on Capitol Hill and four years in the Executive Branch.
Lynne served as Press Secretary for the U.S. Senate Foreign Relations Committee, Communications Director for the U.S. House Foreign Affairs Committee, Communications Director & Senior Policy Advisor for Congresswoman Diana DeGette, and Senior Advisor for Public Diplomacy and Public Affairs for the U.S. Department of State. Prior to entering public service, Lynne was a journalist for domestic and international media, including NPR, The New York Times, and the BBC.
She teaches policy skills to graduate students as adjunct faculty at American University's School of International Service and the The George Washington University Elliott School of International Affairs. She earned her undergraduate degree at UCLA and her master's degree from Princeton University.
